최돈정 박정환 2019-11-27T16:31:54Z 2019-11-27T16:31:54Z 2018 한국지역지리학회지 제24권 제2호(2018) 267-278 1018GI013 https://www.cni.re.kr/main/search/down.do?gcd=AC0000067873&seq=1 http://oak.cni.re.kr//handle/2016.oak/5595 요약：충남소방본부는 ‘제 10차 소방력 보강 5개년 계획’을 수립하여 2022년까지 소방인력 증원과 출동거점 신설에 관한 정 책과 근거를 마련하는 과정에 있으며 데이터 기반의 과학적인 분석을 통해 의사결정 근거를 마련해야 하는 상황이다. 이에 본 연구는 자체 구축한 1:5,000 도로네트워크를 기반으로 공간 입지-배분모형(spatial location-allocation)을 통해 충남도내 화 재 취약 집계구를 도출하였다. 이를 위해 공간 입지 배분모형의 Minimum Impedance(p-median)와 Maximum Coverage 기준에 의거하여 주거인구, 건축물, 실제 화재사고 발생지점, 등록 소방대상물, 실제 화재사고발생건수의 다섯 가지 입지문제 에 대한 분석을 수행하였다. 입지배분 분석결과를 토대로 인덱스 오버레이(index overay)기법을 활용하여 인자별 화재 취약 집계구를 선정 하였다. 최종적으로 현지조사 및 거점지 신청 소방관서 현황분석을 충남소방본부와 종합적으로 검토하여 21개 화재 출동거점 입지 후보지를 선정하였고, 선정된 후보지를 포함한 입지배분모형의 재분석을 통해 개선점을 제시하였다. 본 연구를 통해 ‘제 10차 소방력 보강 5개년 계획’을 수립하여 2022년까지 소방인력 증원과 출동거점 신설에 관한 정책과 근거를 마련하는 과정에 있는 충남소방본부의 의사결정과정에 긍정적인 정책효과를 기대할 수 있다. 또한 충청남도 소방 행정 분야를 데이터 기반의 과학행정 체계로 전환하는 계기로 작용할 수 있기를 기대한다. 주요어：충남 소방본부, 소방력 보강 5개년 계획, 공간 입지 배분모형, 화재 출동거점 Abstract：chunnam fire defense department is aiming at the establishment of the policy for the increase of related human resources and the foundation of new staging bases by 2022 according to the 10th Five-year Plan on the Reinforcement of Five defense service. For this, the policy decision-making should be scientific, or data-based. Therefore, we used the spatial location-allocation model, and discerned census areas vulnerable to fires in Chungnam. The analysis is based on the self-built minute road network. For the achievement, we considered Minimeum Impedance(p-median) and Maximum Coverage of the spatial-allocation model and conducted the locational analysis on the following five variables: the number of residential, the buildings, the physical location of fire accidents, the registered fire facilities, and the number of fires. And then, we used index overlay technique and found individual vulnerable census area patten of each variable. Finally, we examined the results of field surveys and current situation analysis with the fire defense department and selected 21 proposed sites of new firefighting staging bases. These sites were geographically improved through reanalysis. This research can give considerable helping hand for the establishment of the Five-year Plan on the Reinforcement of Fire defense service and this plan will be the base of the pertinent policy-making. This can be an important turning point for the data-based scientific administration system.
